Charged for each commenced 24-hour period a vessel remains moored. It is permitted to charge cargo and docking fees as a monthly fee. Exempt from these fees are vessels seeking refuge due to maritime damage or to disembark sick or deceased persons, provided they do not receive other services.

Vessels that are not in operation or do not land catch at the ports of Ísafjörður municipality shall pay full docking fees for each day moored and are not eligible for monthly fee discounts. A vessel is considered not in operation if it has been docked for more than one month or does not land catch at the Ísafjörður municipality harbors. Boats hauled onto the quay for repairs shall pay a daily fee for the days the boat is ashore.

A passenger fee shall be paid for each passenger of tourist boats and cruise ships. The captain, agent, or owner of a passenger vessel must provide harbor authorities with information on the number of passengers for fee collection purposes. Captains, agents, or owners of boats operating regular passenger transport services must submit monthly passenger count information for each trip. This information must be submitted no later than the 3rd day of the month for the previous month.

If the aforementioned parties fail to submit passenger numbers, the harbor is authorized to estimate the number of passengers for the relevant period or impose a 25% surcharge if the report is delayed by more than 20 days.

Cruise Ships

The harbors of Ísafjörður municipality accept bookings up to three years in advance, counted from the beginning of the year. The following cancellation policy applies to cruise ship arrivals:

Cancellation within 18 months of the scheduled arrival time: 5% of the docking fee is charged.

Cancellation within 12 months of the scheduled arrival time: 15% of the docking fee is charged.

Cancellation within 6 months of the scheduled arrival time: 30% of the docking fee is charged.

Cancellation within 48 hours of the scheduled arrival time: 100% of the docking fee is charged.

Exemption: Cancellations within 48 hours due to adverse weather conditions are exempt from cancellation charges.

Note: No cancellation fee is applied to changes in dates and/or ships, as long as such requests can be accommodated.

Pilotage

Pilotage fees shall be paid for guidance into the harbor, to mooring buoys or anchorage. The same fee applies for guidance from mooring buoys or anchorage out of the harbor. For movements within the harbor, half of the standard pilotage fee is charged. The minimum fee for pilotage is never less than ISK 88,484.

Vessels over 15,000 GRT, oil tankers, and ships carrying hazardous cargo are required to have a tugboat for assistance or safety.

Only containers directly related to the loading or unloading of ships are permitted on the harbor area. Containers and other goods must be removed at the earliest opportunity after work on the ship has concluded. If immediate removal is not possible, permission must be obtained from the harbor.

It is prohibited to store fishing gear or related equipment on the quay. Likewise, it is forbidden to place or store any goods that are not being loaded onto or unloaded from ships within the harbor area.

The harbor master is authorized to have such goods removed at the owner's expense if the request for cleanup is not heeded.

Mooring fees shall be paid both upon arrival and departure of vessels. At least one harbor employee must receive the vessel upon docking. Exceptions may be granted in special cases.

Additionally, fees shall be paid for the weighed quantity of waste according to the waste receiver’s tariff.

a. Waste Management Fee: Upon arrival at the harbor, ships shall pay ISK 0.89 per GRT to cover inspection and waste management. Minimum fee: ISK 7,256; maximum: ISK 61,467.

b. Waste Management Fee (Reduced): If the captain can prove reduced onboard waste, a fixed fee of ISK 0.45 per GRT applies. Same min/max fees as above.

c. Frequent Callers: Ships and boats calling at the harbor more than four times per year pay according to item b for the fifth and all subsequent visits.

d. Ships and boats under 15 GRT with permanent presence in the harbors of Ísafjörður municipality shall pay a fixed monthly fee for harbor administration and supervision related to waste reception.
The fee shall be ISK 2,336 per month.

e. Disposal Fee: Upon arrival at the harbor, all ships covered by Article 11 of Act No. 33/2004 shall pay a disposal fee, regardless of whether waste is delivered ashore. This fee is intended to cover the cost of disposing of waste that is delivered to land.

Passenger ships over 60 meters in length shall pay ISK 3.34 per GRT of the vessel, and the fee is based on the following assumed waste volumes:
Passenger ships under 30,000 GRT: 5 m³
Passenger ships from 30,000 GRT: 10 m³
Passenger ships over 100,000 GRT: 15 m³
All other ships shall pay ISK 3.34 per GRT, based on 5 m³ of waste.

f. If a ship seeks waste reception services from an approved provider, it may receive a refund of the disposal fee imposed under item e, provided that the ship submits a receipt from the waste receiver along with details of the discharged quantity.

A condition for reimbursement is that the receipt from the waste receiver must be submitted to the Ísafjörður harbor office within 48 hours of the ship’s departure.

g. According to Article 11 of Regulation No. 1200/2014 on the reception of waste and cargo residues from ships, the Environment Agency of Iceland may grant an exemption from waste delivery to ships on scheduled routes that call regularly at ports in Ísafjörður municipality and can demonstrate reliable waste delivery and payment of fees at each port along the route.

The captain or owner of a ship granted such an exemption by the Environment Agency must present valid confirmation of the exemption.

h. Disposal Fee: Ships that are exempt from fee obligations under item c, point 1, paragraph 2 of Article 17 of the Harbor Act shall still be required to pay for the discharge and disposal of waste, regardless of whether they use an approved waste receiver or not.

i. Fixed Monthly Fee: Boats and ships on permanent mooring agreements that pay a fixed monthly fee shall, at a minimum, pay one waste disposal fee per month according to their size category.

j. If the harbor handles the reception of hazardous waste or special waste that incurs costs beyond those of regular waste disposal, the responsible party shall bear the additional cost incurred.

Fees for Pollution Incidents

The polluter shall pay all costs for cleanup in connection with pollution incidents, according to the Act on the Prevention of Pollution of the Sea and Coastline, No. 33/2004.

All prices in this tariff list, except for passenger fees and services to foreign ships, are subject to 24% value-added tax (VAT) in accordance with Item 3, Article 3 of Act No. 50/1988 on VAT.
